On 17 September 2025, Dragon Capital partnered with BritCham Vietnam to convene the high-level roundtable “Vietnam–UK Financial Services Cooperation: Building the Foundations for an International Financial Centre (IFC) in Ho Chi Minh City”, together with KPMG Vietnam.
The event welcomed senior representatives from the Ho Chi Minh City People’s Committee, the UK Consulate, financial institutions, and policy experts. Discussions centered on the legal, regulatory, and market foundations for IFC-HCM, as stakeholders shared knowledge and international experience.
In his keynote address, Mr. Nguyễn Văn Dũng, Vice Chairman of the HCMC People’s Committee, stated: “Ho Chi Minh City’s vision is to develop IFC-HCM as a comprehensive financial ecosystem— integrating banking, securities, insurance, fintech, investment funds and technology, and becoming a destination for global capital and leading financial institutions.”
Dragon Capital’s Chairman, Dominic Scriven OBE, led the session on Financial Market Infrastructure, focusing on capital markets development and connectivity. He also moderated an extended Q&A session with experts and stakeholders on governance, dispute resolution, and institutional frameworks.
